Latch On Off 2 transistor switches

Was checking out this circuit. It works as intended, with one momentary on and one momentary off switch. 

If this was a safety circuit, the off switch does not kill the circuit if the on switch is stuck. Anyone know of a workaround?

It wouldn't be a "safety circuit". Something like this would be for normal on-off, everything-is-working-correctly, operation. There would most likely be an emergency stop button/switch that kills all power to the device. In this case, since all power is coming from one 5V source, your e-stop would just be a normally closed switch right at the power source.
