The 1 nf capacitor is the one being measured. The output of the 555 goes to the input of a microcontroller which measures the length of the pulse. T is the length of the pulse in seconds. R is the value of the resistor used to charge the cap. The value of the cap is determined by C = T / 1.1 * R
