Easy PLL Frequency Doubler

Hopefully this counts as a Phase locked loop, if not then it is still a frequency doubler.  I would like to know if this type of circuit is avalible without an op amp.  But with an exception of bjt npn transistors being allowed, but still within 4 volts of the original input.
