The resistor (it should be a 312.5 Ohm) in the 5V source set up a current of 16mA in the feedback resistor plus the offset current, if the main source is 0V, the tension divider followed by a buffer (not necessary but recommended for an stable signal) make an offset voltage that converts to 4mA.
