A digital counter from 0000 to 1111 one bit at a time is converted to negative voltage increments. For example 0001 is negative 1 volt, 1010 is negative 10 volts. Then when it reaches 1111 it's negative 15 volts. Then it goes down from 1111 to 0000 one bit at a time which makes a triangle wave signal.
