What really makes it “negative resistance”?

Wiggle battery voltage and it starts up. If connecting earth ground oscilloscope to vehicle - with properly wired power strip and earth ground of power strip to battery negative terminal - would that properly ground line powered oscilloscope? If anyone may know?

@Isaacsutt The VI characteristic displays negative resistance properties. When voltage on the input goes high, it forces the first transistor to go low, which causes the transistor on the right to stop conducting. When V goes up, I goes does, which is contrary to ohm's law - therefore the characteristics are of negative resistance.
