LEDs are arranged in the order of the outputs of the counter chips they are connected to (that is, from top to bottom, is from least significant bit to most significant bit, or 1,2,4,8)

Great circuit! I've never heard of a shift register with multiple bits per segment. Pretty neat. I also like how the last stage loops back to the first.
