Fine, and needs probably an extra voltage follower opamp to decouple the discharge buttons. Check this, load both caps and lower input ac voltage. Then press the button to see how they discharge (one cap, or both together) http://everycircuit.com/circuit/4561983848579072

Thanks, hurz. I think that comes from the voltage of capacitors draws negative exponential curves when they discharge. It also happens when the AC frequency is high. But I think it is not big problem. The voltage of capacitors dose not have to be 0. It is enough to be less than a new value of the AC amplitude.

So, this is not good for measuring the peak of pulses, because of using not small capacitors. The purpose of this circuit is measuring characteristics of amplifiers, like frequency - gain curve, using a regulated oscillator for the input.
