Here's the circuit you need. I should give you a fair warning though. Without a galvanic separation (a transformer) this circuit is extremely dangerous. You should never touch the circuit board while it's operating. Here's the example. Now it's working good, with no apparent danger. Well unless you're stupid. BUT, try to flip the switch. As you know an outlet will have a ground and a phase. If you plug it the right way, the ground will be at the right place and everything will be fine. But if you reverse the ground and the phase, the whole circuit will become at mains potential, which means no matter what you touch it'll be hazardous. The output potential difference will still be 250V, but at some points in the circuit the voltage will be as high as 650Vpk. That's something you really don't want to mess with. Some of the component power ratings: 10k resistor - minimum 1W. I recommend 2W. 28k - 1/4W Diodes - 1N4007 Capacitors - rated at 450V

Maybe buggy has old outlets, have you checked the store to see if new outlets have different sized prong fittings. Or maybe local wiring methods don't care where the wire lands. However like hurz mentioned last time the power company can invert the wires, even if house panel and house xformer is correctly grounded, the powerhouse breaker doesnt open circuit.

Why would i put outlets with prongs fittings i can't use? In Europe the standard is different.

I dont get that lack of safety, you can put a switch on the grounded conductor and no big deal? Just because you are suppose to know better than to touch something metal plugged in, how are you to unplug your hard wired ceiling fan? You have to call the water utility to take your water meter off and have power utility disconnect ALL wires from the service just to change a light bulb.

That will cost around 500-600 dollars to change a 3-4 dollar bulb with out gambling on death.

I didn't get what you meant but you're probably wrong, because a the phase and ground in the outlets is always the same it doesn't shift. The switch can happen in the appliances. You've seen this happening when you get shocked by your oven or microwave or washing machine. The bad thing ia that the chassis is under mains potential
