Effectively, this circuit doesn't do much of anything at all. The time to fully charge that capacitor is about 50 microseconds. Then consider that the capacitor does not need to be fully charged for the transistor to turn on. It only needs a little over 300uA to turn fully on. So from the time you close the switch, to the time Ube reaches 300uA, is less than 5 microseconds. There might be some applications where that little of a delay would be optimal, but for a soft on/off of a light, you can basically consider that instantaneous.

Go here http://hyperphysics.phy-astr.gsu.edu/hbase/electric/capchg.html to learn more, or just increase the value of the cap, resistor, or both to increase the delay time. If you have to turn the simulation rate down much at all to view the effect, then you probably won't be seeing it with the naked eye.
