for when a train goes through a crossing, in order to make the flashes faster or slower, either adjust the capacitor next to the ground  or the resistor that is above. or you could use a potentiometer and somehow connect it to the assembly... enjoy

Rail crossing lights should have a 50% duty cycle. Equal timing for each light.
