It doesn't because the designer makes fun of you for making you believe that it would, or he's merely completely incompetent but tries to hide that behind a pretend-circuit

Where to begin with this one? What are you trying to do with it? Because right now it does nothing. You could get rid of the bcd decoder, as the only function it does is light up the decimal on the display. Then get rid of everything else except the display and your logic trains, then you just have a random segment display. Not a volt meter.
