A normal car battery voltage can be from 11.8 - 14.2 nominal is 12.5 - 13.8 depending on changing and condition of the battery.

Design may be for oldtimer cars or motorcycles, operating with 6 (7.2) Volt batteries.

Or for two Lithium cells in series, like some flashlights use (about 6.4 to 8.4 Volt)
