Your relays have 100mH inductance (a lot!) so the 1ms period isn't enough time for the coil current to decrease to release levels.

Yes. 1ms is to fast for the relays to switch. Set it for example to 500ms and they work.

The time base is to short for the relay to react. Increase the cycle time or bring the inductance down to 10 mh
