It would depend on the ruggedness of the transistors use are using in real life. The amount of current that is fed into the base of a transistor should only be the current through it / the gain of the transistor. If there is too much base current, the transistor base tends to go into saturation and lock on.

As per my described above, the components have been adjusted, the transistors have a gain of 100 so the base resistors are appropriately 100 times larger than the collector resistance, I find that the circuit appears to work better with the Leds on the other side of the transistor, and the relay driver is best driven from where I've taken it from, there is also needs a base resistor on the relay driver transistor. The 1second rate is what you would see in real time. Adjust the capacitors to adjust the rate, for whatever frequency you desire. http://everycircuit.com/circuit/6367176976236544
