Real world action: this circuit has a 3 volt input from 2 battery cells, it outputs 5 volt @ 50 ma. Small current output, still able to charge a phone if needed.

Depends on the phone, but smartphones these days eat 1-2A @ 5V, the greedy things.

yeah phones draw about 5W now. tablets 10W. 250mW won't do anything. might be useful to flip a relay though

Mine takes 1.8a @ 5v its a hog 3500mah

You are right for a normal charge. This circuit can fit in a tic-tac box or a match box & 2 tripple A battery can slow charge 5 volt things.
