This circuit isnt practical. First you off 20V to 30 on a CMOS ICs inputs would fry them. 5v should be sufficient for the application. CMOS IC output is unable to source enough amperage refer to specification sheet. The only you can do is run a separate power supply with LED and pull-up resistors in series the the output connected to ground. So instead on sourcing the IC is sinking.
