This circuit represents the eternal resistance of a battery. With the Resistance in series with the bulbs puts a lower voltage drop across the bulbs. When you turn the second bulb on the voltage drop across them drops. If the Resistance wasn't there the voltage drop wouldn't decrease as more bulbs are lit.
