When the output level tends to reduce, the voltage supplied from the tension divider reduce to, so the current drainned from the base of the passing element (transistor series with the load) is reducted, increasing the voltage level at the output of the circuit

Quando o nível de tensão da saída tende a reduzir, a tensão de referência do divisor também tende a reduzir fazendo com que o transistor de baixo drene menos corrente da base do elemento de passagem (transistor em série com a carga) desta forma aumentando o nível de tensão da saída.
