2 circuits, different caps. Are those things safe / real?

It works fine but it's really not recommended since there is no mains isolation such as that provided by a transformer.

Yea, thats why i was asking if its safe without transformer. I have one of those things on my desktop and seems that the capacitor is burnt

Normal capacitors cannot support a 200V voltage.

And then how a 224j 250v capacitor can do the trick?

2 comments, first why DC 220V plus some AC? Change to 311V AC only which will result in 220V effective. 2. The second circuit is to low in capacity its dominated by resistive voltage drop which result in about 2Watt power disipation for your poor 22kOhm resistor
