Trying to make it as simple as I can, I highly don't recommend this on a cell without a protection circuit on it

It may not be as simple as what you assume. Some built in charger detection circuit may come into play. Internet website has some of what may be considered. http://www.jestineyong.com/the-mystery-of-usb-chargers/

Not on a battery it won't, most of the controllers that are built onto cells are don't care about USB data pins, instead they have thermistor wires, which will slow the current if the battery gets too warm, I'm tying something like this DIRECTLY to the Li-Ion positive and negative contacts from said circuit board, the phone as far as the battery is concerned the phone is just a load and nothing more
