Notice that when the Potential meter is= 100 Ohms the Voltmeter shows 0 volts and the bridge is balanced. Changes on the Potentiometer affects its resistance creating an unbalanced bridge which results in a voltage 
related to the resistance change.

By connecting the extreme terminals of the potentiometer, you used it as a normal resistor. Let connect the wiper of the potentiometer. In this case, you should set value to 200 Ω.
