this is called a random number generator, this is a cleaner version, there is no  amplitude tho? 149mv to 149mv......some one made another version here EC with similar behavior.

Avalanche breakdown doesn't work in EC.

But the avalanch effect is not needed here. Its just the noise a diode in reverse generates in reality and amplified by a double stage transistor amp. Unfortunately or better luckily EC BJT model does not include noise.
