Search Google for transformerless power supply and view images. You will notice circuits that use a resistor in series with the capacitor connected to the mains. This resistor has a linear v-i curve. The capacitor has a logarithmic v-i curve, even with the bleeder resistor in parallel with the cap. The capacitor is subjected to high frequency harmonic distortions when connected to the mains, allowing more current and voltage flow than intended. The addition of the series resistor limits the capacitors extreme reaction to the harmonic distortion in the mains.
