Note the change in capacitor values for 50Hz and 60Hz systems. The series resistors are just to reduce the initial charging current of the capacitors. The 1M resistors ensure that the capacitors are not left charged. Unlike a simple series resistor, the capacitors dissipate virtually no power so do not get hot.
