It raises from 1 battery(1.5 volts)  to around 1mv.

I dont think its stable.it starts attenuating almost immediately and if you increase the time frame you'd actually see that it fades away almost instantaneously

It isn't. It's hard to stable step up voltages.

You have to wait for about a few seconds, so it has to charge up the capacitor, to be higher.
