How to measure equivalent resistance question

I cannot solve this using only series resistance and parallel resistance equations. I can solve almost every resistor circuit with those two equations unless it contains this network of resistors.

As @selman said, you need to understand how to transform a star- into triangle-configuration and wise versa. Check this for an example with equal resistors which is trivial “Star Triangle Transformation“ http://everycircuit.com/circuit/5630900825227264 this transformation will enable you to breakup any resistor network into your simpler 2 formulars you already know. Google gives you the full transformation formulas in case of unequal resistors. Hope this helps.

@selman, your circuit analysis option is basically just putting an ohmmeter across the circuit. That’s not the point here. I do like the delta-wye reconfiguration though!

The circuit analysis method is actually useful in "hand and paper" mode... Where you want to emulate an ohmmeter. And is prefereble than the first one if the network is more complex.
