Nice, good job. Your clock source is pretty ideal though, with 0% rise/fall time. What do you think could be used as the source on a real-life build?..

I think the 555 timer will be a good way to create this signal (wired in monostable for sure :P ) but the frequency have to be longer than 1 to 4 ms

Or you use a 555 timer in monostabe and a CD4017 *mouhohahaha*

Lol yeah, but then there wouldn't be any need for your circuit! =^0 I saw your 8 light chaser first before this one, and at a glance I thought you found the 4017 internals somewhere and modeled them here. But either way is cool. I'm going to step out on a limb here and wager that 'the Boole law' can be found within or is related to boolean logic. It's just a hunch but I think I'll look into it.. X^)
