There are a couple issues for this: 1) the 'ground' YOU attached to the 7-segment controls the dot segment here in EC 2) the resistors are too high in resistance to power this 7-segment in EC 3) I don't know about real applications, but the resistors connected to the inputs aren't needed in EC 4) the input voltage is too low to light the 7-segment
