Binary to Decimal Converter

Would this technically be a 4 bit binary to Hexadecimal converter since it goes from 0-F? Are there any simulators out there that have actual IC’s instead of just the logic?

The pin connected to ground is actually the Decimal Point (DP) pin, the cathode not an actual "physical" pin for the LED display, so you can leave the DP pin floating

BTW, the "cathode" is always connected to common ground
