Изменение напряжения на не инвертирующем входе. Если [+V] >[-V]  то светодиод горит если [+V] <[-V] то выход компоратора притягивается к земле (свето диод не горит)

Change in voltage at a non-inverting input.  If [+ V]> [- V] then the LED is on; if [+ V] <[- V] then the output of the comparator is attracted to the ground (the LED does not light)
