-[TO DIMME THE LEDS PLAY WITH THE VARIABLE RESISTOR ] -This is a basic Led dimmer using a single transistor and a variable resistor , the resistor located next to the bottom Led is for limiting the current that comes from the two branches because the currents are added the resulting current exedce the operating currunt of the Led . That's kind of the gist of it, but you might want to limit the current to the LEDs so that they don't blow up if the potentiometer is turned too far. When the light from a bulb or LED looks like an X, that means they've failed.

also 2W through the PNP is nasty, that's going to need heatsinking. you have 20V source, just run them in series and limit the max current to 20mA.
