I found much better results by leaving the emitter resistor undecoupled in this circuit. The voltage gain is roughly 1.2k/470R, about 4. The feedback transformer halves the output voltage fed to the input. This gives beta x Ao as about 2. The inductance of the transformer winding in the collector circuit needs to be about 5.2uH to resonate with the 100pf at 7Mhz.
You need to shake the device or wiggle the supply voltage to inject noise. This will start the oscillation.
