In practice one would use the zener data sheets and choose a zener with a knee point at the current being consumed by the circuit. In EC the Zener's knee point is at 13.6 mA, if the output Voltage is monitored while the current is being adjusted by adjusting the zener load, the correct zener voltage is obtained when the zener current is 13.6 mA.
