Резистор 0.5 Ом можно исключить из схемы если БП имеет регулировку тока. Реле любое автомобильное 5 контактное. Лампочка 21Ватт для поворотника. Операционный усилитель LM358 или аналоги. Транзистор кт315 или аналоги. Нижний порог ~13.5в, верхний порог 14.8в. 12 вольт источник это линейный стабилизатор 7812 подключенный от блока питания, он же запитывает lm358. Схема проверена с указанными номиналами
