How can I make this able to light one segment a time. I know nothing about digital. My goal is to make chase lights, one after another and back one by one.

you will probably need to remove the counter and BCD and replace them with logic circuits. the counter does exactly as the name implies, counts from hex 0 to F and outputs binary form in parallel from 000 to 1111 the BCD converts the binary to 7 seg display, each letter on the 7 seg relates to each segment as you wanted so think of it as an led matrix. I know this doesn't help as much as you wanted but I think what you want is a bit difficult at your stage, check booleans theorem and study digital gates to learn the inner workings you will probably enjoy it

on second thought I would keep the counter and put gates in the place of the BCD, then remove the timer circuit to make room for the gates. I will play with this a bit and see what I come up with but I challenge you to do the same ;)

Here is what I came up with without knowing exactly what you want, just showing how I would approach the problem then refine it later on http://everycircuit.com/circuit/4592885734309888
