Remove all connections to 1248 they serve no purpose. Data sent to these pins will only be transferred to abcd if a pulse is sent to load. Connect the 555 output to the up pin on the lower ctr only. Add an and gate connected to pin B and D (logic 10) on the lower ctr and the output to it’s reset pin and up count on the upper ctr. Add another and gate to the upper ctr again to pin B and D and the output to its reset only. Do not connect anything to carry or borrow or down. Do this and you will count to 99 and reset to 0.
