I have put zener diodes like shown in the circuit to act as a transient voltage suppressor.  however my issue is that the response time is not fast enough when a surge is given (high voltage) 
Is there any way to fix this.

Tvs diodes clamp down extremely quickly, I've asked a few times for TVS diodes :(

Yea they should clamp it. data sheet says it is about 5Pico seconds
