The vertical switches is foward/backwards and the horizontal switches is left/right. The LEDs determine the direction of current for the motor.

what motor are you using on this scooter

I'm not sure. Remember, the LEDs just representing the direction of current and having current applied. It really should have a analog control unit for the motors so they get a safe smooth rid. Lol.
