It is a very low-frequency oscillator which is easy to make, but it is not very accurate. It is not always self-starting, which is bad. I think it is superceeded by the 555. The 555 is in turn superceeded by crystal oscillator with frequency divider. The interesting thing about this oscillator is seeing how the components interact to oscillate.
