I've realised that circuit with integrated counter 7490. But the circuit was not ideal because of the button's hold time. Sometimes it jumps two or three numbers more. I don't know what the problem is. If we add a BCD converter and a 7 segment display to circuit, we can see the number which is shown by the LEDs.

Always use the pull down resistors or it will reveive the power lines frequency

Try a 150 ohm led resistor for 5V.

the counter jumps because of switch contact bounce. when you close the switch it actually sparks a bit first. put a debounce circuit on the switch
