You're sort of on the right track but as it is now the topology is incorrect. Yes, the truth table is that of NOR but I think it's kinda just luck that it worked out that way.

First off, from what you have here and if built correctly you would have a resistor/transistor logic (RTL) gate- not TTL. The error occurs where you've positioned the switches. It happens to work for NOR, but won't function as any other gate. There are lots of examples here of how to accomplish this successfully (I've posted a couple myself) so take a look around, experiment a little and i'm sure you'll figure it out.. =^)
