A capacitive divider as you have it will work for DC as the capacitors will charge up (relative to their capacitance) until the total voltage of all of them reaches the supply. You can use this to use lower voltage capacitors at higher voltages.

Capacitive dividers don't work if you try and draw a load from one of them. Try adding a resistor in parallel with your voltmeters and see what happens.
