Delete the first row of LED's and increase the voltage to 14V - all the LED's will now illuminate but they won't blink, this would require different components such as a voltage source set at 1KHz connected to a voltage-controlled voltage source set at 14V/V - the LED's will now blink.

The led's are wrongly connected just flip the first line led's aovthat +current can flow
