switch: upper→CLEAR / down→SET. Middle OR gate arrays is output: upper Q bar, lower Q. Output equal 1/3f and pulse width is 50% .Look at LEDs. I uesd three D-FlipFlops (different model and u can find them in my other projects) left, middle and bottom. And it's very easy to understand.
