Never build this in real life. It probably will kill you. Especially the Zeners whilst conducting at 15A... Or the houses fuse will jump off.

The best way to do this is a transformer indeed. But You can use a capacitive Dropper (https://en.m.wikipedia.org/wiki/Capacitive_power_supply) to limit the current. So you need to know the current you want. That's all...
