This belongs to the design a Professor showed us and I was trying to verify it. Indeed, the design is far more complex than it should and it also won't work correctly above 3 V.

This could be extremly simplified. Just a DC supply with a 1kOhm does the same trick ;-)

The output current depends strongly on the load resistor. This circuit does not work with an input voltage over 3V.
