Any thing over 30Hz is hard to see as a flashing light, in real life the higher the flash rate, the dimmer the light from the LED will appear. Depending on the relay type, it's oscillation will probably peak out between 400 & 600 Hz, at that rate it's life will be fairly short. The higher the value of the capacitor, the slower the oscillation. More stable circuit; http://everycircuit.com/circuit/4959987853688832
