Basic design of a linear voltage regulator. LM317 works the same way.
1.25V is the internal voltage reference. With the voltage divider at the inverting input you can set the output voltage.
Also notice the voltage drop at the Darlington.

It is not working properly, as well as being quite different from a lm317

I think it's not so much different. It's just a simplified version. Just check the block diagram of LM317.
