It’s not a voltage regulator, it simply a voltage adjuster and a poor one at that.

Kind of. If your load remains at 10k or more then circuit is adequate. If your load reduces it starts to affect the 5V. For example, at 1k load it drops to 4.12V and at 100 Ohms it drops to 1.49V. Depend very much on what you are using the circuit for - it could be ideal or completely unsuitable.

If the load changes, then we put the potentiometer into action and that's it. Regards.
